An idea to consider for mid-range GPUs, without creating more types of workunits: Add a new selection for workunit type, meaning that the short workunits are preferred, but send long workunits if short workunits are not available.

Hi Robert,
Your suggestion is already catered for, through selection:

Run only the selected applications
ACEMD standard
ACEMD beta
ACEMD for long runs (8-12 hours on fastest GPU)

If no work for selected applications is available, accept work from other applications? Yes

If you select "ACEMD standard" and "If no work for selected applications is available, accept work from other applications" it does what you are asking for.
